ABSTRACT Citizenship Education subjects was compulsory subjects that must be studied by all junior high school students. Because of its nature as a general subject, there is often a misunderstanding of the objectives of this subject, especially among students of SMP PGRI Cikalongkulon. Many students think that they were less important in learning this subject, so that their learning outcomes were not in accordance with the potential possessed by the students concerned. Student motivation and learning outcomes need to be improved through the debate learning method. This study aimed to determine the motivation of students at SMP PGRI Cikalongkulon. Research methods and techniques used classroom action research with 37 research subjects in one class at SMP PGRI Cikalongkulon. Data analysis used descriptive qualitative. The results showed that in the first cycle the average student motivation was only 70.33%, the average learning outcomes only reached 7.01%, so that students who had completed only reached 74.82% and those who had not yet completed reached 16.52 %. In cycle II the average learning motivation increased to 85.55%, the average learning outcomes increased to 7.80%, students who completed became 89.96% and students who did not complete decreased to 7.88%. From these data it can be said that the application of the debate method of learning can increase motivation and learning achievement.
